Since 1924.
The Secretary of State will not be able to consider a candidate unless, so far as possible, every stage of his career (including his education) is covered. You should therefore either submit testimonials with your application or arrange for testimonials to be sent direct to the Director of Recruitment (Colonial Service): -
(a) The testimonials which you submit yourself should not exceed six in number, unless more are necessary to cover every stage of your career. They should all be sent in together unless undue delay would result. The originals and one copy of each should be enclosed; the forner will be returned after inspection. Copies should preferably be on foolscap paper, and may be in MS., in print, or typewritten. If, for any reuson, you experience difficulty in obtaining a testimonial to cover a particular period of your career, you should state the reason in writing. In this case the name and last known address of someone who would be in a position to report on your character and conduct during the period in question should be given.
(b) Should either you or the writer of a testimonial prefer that he should send it direct to the Director of Recruitinent, there is no objection, but you should state hereon that he is doing so and for what period he will speak. The contents of reports or testimonials received by the Secretary of State direct can in no case be cominunicated to you at any time.
